What is the PPWR?
The Packaging and Packaging Waste Regulation (PPWR) is Regulation (EU) 2025/40 on packaging and packaging waste. It has applied directly in the Member States of the European Union since 12 August 2026.
Among other things, the PPWR sets out requirements relating to substances in packaging, recyclability, recycled content, packaging minimisation, reuse, labelling and information. Which requirements apply to a specific type of packaging and when they must be applied depend, among other factors, on the type of packaging, its use and the relevant transitional period.
What is the EU Declaration of Conformity under the PPWR?
A conformity assessment procedure is required for the requirements laid down in or pursuant to Articles 5 to 12 of the PPWR. Manufacturers must prepare the required technical documentation and assess the conformity of their packaging with the applicable requirements.
Once conformity has been demonstrated, the manufacturer draws up an EU Declaration of Conformity in accordance with Article 39. In this declaration, the manufacturer confirms that the applicable requirements laid down in or pursuant to Articles 5 to 12 have been fulfilled. The declaration follows the structure specified in Annex VIII of the PPWR and must be kept up to date.
